LIHTC APPLICATION INSTRUCTIONS FOR THE EXTERNAL USER
Thank you for your interest in Low Income Housing Tax Credits through HPD. Below are some of the help topic with instructions in order to help you through the application process.
 Browser Compatibility

Your online Low Income Housing Tax Credit application is optimized to work with Internet Explorer 9+ and Chrome. Please make sure your browser supports the application.

 Fees

Fees are due on submission. All checks must be made payable to NYC Department of Finance.

For 9% (competitive) applications, the application fee is $1000 for qualified non-profits* applicants and $2000 for-profits applicants.

For 4%(“as of right”) applications, the application fee is $2000 for qualified non-profits* applicants and $3000 for for-profits applicants.

* To qualify for the non-profit application fee, the non-profit must be more than 50% of the General Partner or Managing Member of the entity receiving the tax credits.

Projects will be charged an allocation fee of 8% of the requested allocation. 50% of the total fee must be received before HPD will issue the Carryover Allocation for competitive projects or “Determination of Credit Eligibility (DOCE) for as of right projects. The balance will be due at the 8609 cost cetification stage.

 Prior to Submission

All information in the application should be discussed and reviewed by the funding program and investor to ensure the development team is in agreement about the information contained in the application.

 Paper Submission Instructions

The new online application allows applicant’s to submit an application electronically and upload all supporting documentation. So, HPD no longer requires the applicant to submit a hard copy of the entire application and its supporting documentation.

HPD will send an email with a signature page as an attachment to the applicant’s email address once an application has been submitted online. This signature page is the only document that needs to be printed, signed by an officer of the General Partner or by the applicant, notarized and submitted as hard copy to HPD.

The signature page and the application fee must be either mailed or hand delivered to:

  • Department of Housing Preservation and Development
  • Low Housing Income Tax credit Unit, Room 9 Y-7
  • 100 Gold Street, New York NY 10038
 Application Deadline Date

Competitive Applications (9%) - Please refer to the Notice of Credit Availability link to find the deadline date for the current funding round. Applications must be submitted by 4PM on the deadline date.

As-of-Right Applications (4%) – All applications are due 8 weeks prior to the projected closing date.

 Online application Instructions
  1. This LIHTC online application system is designed to collect information on housing projects - data collected is used to assess whether the project meets the threshold requirements for LIHTC eligibility.
  2. This online application is split into 13 sections and should be completed in sequential manner from section 1 to 13. All required information must be provided for Sections 1 to 7 before you can proceed to Section 8.
  3. The section numbers will be highlighted in different colors to indicate your progress with the application as shown below:

    • Green – Section has been completed
    • Orange – Active section that you are currently working on.
    • Grey – Section has not been completed.
    • Yellow – Section that shows system calculated estimated tax credit allocation based on data provided.
  4. Please note that all sections do not have to be completed in one sitting, and you may save an incomplete application as a draft application any time. You may then access a saved draft application any time before the expiry date to continue to complete the application.
  5. Questions marked with an asterisk * are mandatory and require response for the section to be considered as complete.
  6. More information about the questions can be obtained by pointing the cursor over the corresponding icon.

  7. All number financial fields must contain a value. If there is no value, zero must be entered.
  8. Cells shaded grey requires no action; they are either auto-calculated or prepopulated field based on the data provided in previous sections of the online application.
